I'm not sure if this is actually a bug, or if this is more suited for feedback forum. I'll list here as I could swear I've seen @Redbeard say that end should have a factor in this and it doesn't seem like it is… then again maybe I am mistaken and he was referencing something else.
2h Proc Damage seems incredibly weak on those with low int. I realize that it is casting a spell, and that intel/sdm is the determining factor in spell damage typically, but it seems to defeat logic for a 2h weapon proc to be based on either of these things.

Mountain's Might glows for a moment.
Kilrog is stunned for 17HP!

Yes, I get it - I have 1 int and my magic should be weak. But shouldn't the target audience for this weapon produce a proc that isn't 17 damage? I'm not saying it should do thousands of damage like an AIEW who casts it.
It's also not lost on me that crushing boulder has a stun effect. But this is just the paste I have handy, and have noticed the same with other non-utility procs such as the Wrath's spark.
