HoS Proc Chance is Terrible - less than 5%

5% Tested against devils and bounty hunters
In Warriors Abode its like 1% chance, getting hit all the time and it MIGHT trigger once in 100 hits
It hasn't saved me/triggered once in 10~ deaths in anvil either.

This can't be intentional
