Permed/Enchanted baldric - spells not working when worn

I recently hit lvl200 and started casting my new baldric. Sadly, it disintegrated after the second spell. Fortunately, a kind soul on the Gossip channel donated a lvl200 baldric to me (no preexisting spells on it). I successfully permed/enchanted Str/Dex/Immo on it and using Greater Identify it confirms the spells are present. When I wear it, however, none of the spells take effect.

Str/Dex/Immo need to all be "Enchanted" (not permed)

Str/Dex Enchants on multiple items are added to your overall stats like:
1st Item Equipped with +Str will add +3 to Overall Strength
2nd Item +2
3rd Item +1
4th Item and Beyond +.5
