Proficient Warlord's set does not increase melee damage *at all* (This has been bugged for months)

First bug:
When my character equips 5 pieces of the warlord set (supposed to be 15% melee boost per piece), my melee damage modifier goes up by 75% in my character window. However, the actual damage I deliver to enemies is completely unchanged.
I have tested this thoroughly by recording thousands of hits in the combat log and computing statistics. I have collected enough data to be 100% sure this is a bug. It's been bugged since the last time I tested, which was many months ago.

Second bug:
After the first bug is fixed, there's still another bug. The 75% boost from warlord gear shouldn't be added to your existing melee damage modifier. It should multiply the multiplier, just like the caster gear does. In other words, if your melee modifier is listed as 300% in the character screen (ie, weapon damage is multiplied by 4.0), then having a 75% boost from warlord's gear should multiply your total damage by 1.75 (a 75% increase) instead of adding to your melee modifier and making it 375%, which is only a (4.75 / 4) = 1.1875% increase. In other words, the warlord's gear should leave the melee modifier untouched in your character screen. It should scale the final result damage instead.

Currently, the warlord's gear has no benefit other than the extra attack and free will on the helmet and the +strength on the boots. For the other gear slots, I'm better off using plain old admantium gear which has a higher armor rating. Please fix these two bugs!
