Salvage Tools broken with recent patch

The introduction of the 4/20 patch had an unintended consequence of breaking both normal Salvage Tools as well as Multi Salvage Tools.

They now say 'Can not use out of combat' on attempted use. A MOD took note of this last night and I imagine will be hot-fixed in the nearish future, but for the time being salvaging items is completely broke.

The game is going down for a hotfix within the hour to fix this.
