I tried using my multi-salvage tool without realizing I was out of stamina. Even though it doesn't salvage the item it still uses a charge. Not sure if this is a bug or not but it seems to me that it is something that should be fixed. If you're too tired to use a tool the tool should never be "used" in the first place and thus no charge should come off.
