The text should read "its effects" as the form of "it's" with an apostrophe is not used for possessive, and "affect" is a verb whereas "effect" is a noun.
When a target is already slowed:
Wasp Healer is already slowed and the spell has no affect.
"Affect" here should be "effect" for the same reason as above.
