make Dispel Magic useable in combat. so if you get stuned, feared etc it can be dispeled so you don't spend 3+ rounds doing nothing.

Not sure exactly I understand what it is that you're asking because as long as there are at least 2 players in a group and both aren't currently under some form of crowd control, one can dispel the other.
