Hold Monster needs to prevent any retaliation

Hold Monster should prevent any monster from retaliating, whatsoever. Part of the reason 1H isn't used as often is due to not being able to outrange many mobs. This is a problem for 2H on a significantly smaller portion of fights. Given the shrugging effect of Myst now, it seems reasonable to make it, slightly more, worth the risk of shrugging, so monsters cannot retaliate at all.

This may also help with group compositions other than 5Wiz/1Hit as well. As including a 1H warr becomes more viable, when the hold sticks, they can still deal out some damage without retaliation. But if mobs shrug on occasion, you have a hitter who can eat up some swings, and take less damage, due to shield use.

Edit: It occurs to me that this would unbalance the higher damage 2sq 2Handers (Mace, Club) so there'd probably need to be another change to factor that in. But I still feel hold should prevent retaliation.

I think there should be a way of preventing retaliation, not necessarily coupled with hold/stun but perhaps another myst spell or something which is subject to its own shrugs, part of the reason Dex users aren't feeling melee builds is because they have no 3 range weapon, and to make 2 range Dex melee truly useful they'd want aegis from MW - if that's still a thing. Fist weapons having the same damage as throwers but being subject to retaliation makes no sense.. why would you ever use a fist when you can just shift on a thrower and take way less damage and never be one-rounded by knights… in summary - a way to play around retaliation would be a good idea, and a good move toward making melee more valuable in group scenarios also.

Fear and Hold should at least stun them till it wears off. I've had Paladins cast Banish while they were Feared and also while they were Held. And I'm like, aren't they not supposed to do that while standing around frozen? I don't know. I feel like something is up with the Myst on that.
