Can you change your character's appearance?

I am wanting to change the hair color of my character. Is this possible and how would I do it? Thank you

There's a barbershop in East Leinster where you can buy hair dye. 2D 3L from EL TP.

Ring of Ugliness can, if it's working now. I'm not sure about the ring of Gender, but the Gender ring is supposed to let you equip male or female only armor.
