When chanting an item with existing magical effects, do those effects affect the chanting rate? Also, what about redundant enchantments? If the item already has a given effect existing on the item, is there any benefit from chanting that effect on it?

Take a Ring of Strength, for example. Does the strength bonus from it count toward how many chants you can place on it, and if you chanted strength on it, would it be redundant, or count as two stacks of strength bonus? (+3 Str and +2 Str, resulting in a total +5 strength, assuming no other strength bonuses.)

What about perm effects? Say you have an Uruz Dagger which has an existing Electric damage effect. (Among other things.) Does its existing effect have an influence on perming failure chance? Is there a benefit to perming Electricity on it, or would it be redundant?

The only thing that effects chanting success is # of chants/perms already on it. Ring of Strength WOULD benefit from a strength chant, Uruz would NOT benefit from another Electric Perm.
