Yes, but it seems to be very concentrated in the dungeons. I've found a lot in Thieves Hole and Festering Hate Pool, but those are the only two I've really been through so far.
I've found a few things, but they are few and far between. I haven't found any endur items or intel items yet. What I did find was some useful things and a few rare spellbooks, but mostly shopfood. I haven't gone into alot of areas yet, though. You do have to really hunt for stuff. And some of it seems to just be luck. Either you get lucky or you get nothing. What I did find is the monsters you might skip in a cave are the ones holding the loot. It's not always in the boss fight areas. It's usually some random loner monster holding it. So it's important to do a whole cave, not just make a run for the chest or boss fight.
Certain items drop from certain types of monsters. For example: Furies drop a lot of jewelry (including intel and endurance), wands, orbs, and boots of nimbleness. In addition certain dungeon loot containers will contain certain items based on RNG, for example the bone pile next to the ghost in "festering hate pool" seems to always contain either a magical shield – or nothing at all. Another example I vaguely recall from nearly 20 years ago there was a specific drop-only spell which could only be found (rarely) in a specific sarcophagus in a specific dungeon.
Basically you need to explore more than grind to find differing items. If you are looking for a specific item ask in chat. The loot table is very rigid, and many of the (older) items haven't had their drop locations changed in more than 15 years, so people will generally have a good idea.

I can confirm what Takuto said, if some of the same areas were never changed. There are places to get certain things. Like Imp Guards and lower level undead for rare spellbooks. Furies always gave off ammys, boots, belts. There are definitely places that will give off certain things, if you get lucky and mine them. But I do think some toons are simply luckier than others for whatever reason. I've had it where one of my toons will find stuff, and the other can mine the same areas for months and never get the stuff. Who knows why. I did just find an ammy of Endure, yeah stuff drops, if you hunt enough.
The key is to "Kill Everything" in the area over and over.. Its not about getting levels fast its about getting items you need.
Some of the low level caves like Tor's and Lesser Hive drop good items for starting out, even RR can drop good items.
If you are just looking at the exp you are getting then you are missing out.

Also 75% of all the skill and basc spell books I would ever need.
As well as enough gold and mana to fully chant all my gear.
The secret to finding loot is to quit looking. Just farm for money and buy it from the hackers who are finding it because loot doesnt drop on this server.
That depends on what you're looking for. I find stuff. You just have to get out there and kill everything everywhere you can. It might not always be what you're looking for, but stuff does drop.
Like others have said, hunting for loot doesn't always work. When I am just grinding exp so I can get my next set of skills, I will find something cool. Also always check the bone piles in dungeons. Have gotten a few neat things from the ones in Fenris Caves, including a magic shield, Windwalkers boots, and a Heavy Hander.
With a little bit more study on this, I want to amend my previous statement and re-address the OPs question.
Magical weapons only drop in dungeons. Generally there is only one magical weapon per dungeon, and it seems to drop from almost any fight or container in the dungeon. This is different than how I think things once worked, but after seeing an imp talon drop from the dark faeries fight in FHP, and a mageblade drop from a random low level warrior in WA, and hearing about a floral edge dropping from a random ugly ogre in ogre caverns, I suspect this is how things are intended to be.
Most magical armor only drops in dungeons, the only exception to this I can think of are boots of nimbleness, which seems to drop everywhere. Though, potentially, older more mundane items such as Density armor may also drop in the over-world – but I haven't seen it happen.
You can also get dungeon drops by turning in bounties which you can find in the over-world, likewise dauch's keys, which you can buy or find can also give magical items when turned in. It is still very much RNG since both can give you insultingly worthless items.
Magical belts, amulets, rings, orbs, wands, boots of nimbleness, and rarely mundane cosmetic head-pieces such as wizard's hats can all be found from Furies and liches in the over-world.
Semi-rare spell-books, depending on level, drop from imps, undead, faeries, and warrior NPCs.
That sounds pretty accurate. I got a Fangblade out of Tor's, but it came off the bat fight in the beginning back of the cave, something I would normally skip doing. I got a DiK off the dark furies in FHP. That's kind of what I'm seeing is it's the fights you would normally skip that will drop. If you're just running a cave for exp or thinking the stuff only drops in the bone piles and chests, it doesn't. You need to do every fight, and you need to do the most low level fights, that's where you will find the drops. I've gotten RoE's off just the lowest gray rats in a cave, and good ammy's off faeries, too. Hunt the low levels when you need stuff. Bounty Boxes also drop off low creatures. I got a WA Bounty box south of EL, I've pulled Enid's Bounty Boxes out of Tor's, too. You don't always have to do a hard fight to find something good, you just have to do alot of small fights. And if one area isn't dropping, go to another town and try around there or do a different cave. The more places you go, the more chances you'll find something different. Do we have any confirmation in of mobs are given loot at the time they spawn (i.e. when the dungeon is created when you warp in), or when they die? If they pull from the loot table at random, when they die, then it makes no difference if you skip those fights.

Also, never enter Gambler's den unless you have enough keys to open every chest. Who knows what you're leaving in there if you enter with just a couple keys. Since the loot is assigned when the chest spawns…
@Brancrese I got lucky this morning. Only had one key for Gambler's Den, went in prayed at the altar for luck, opened one chest and got a Duach's Crystal! I was surprised. I haven't had one of those in so many years. For me, that's a good find. Not selling it, just keeping it. But it was nice to get something other than some scroll or an empty chest for once. I just wish it had more than one charge. I'd like to use it. I wish it had thirty charges like orbs do.
loot tables do not support the cost of hunting on the new server anymore :( IMPO they cut them down way to much.

Agreed. I think they're (rightfully) concerned about inflation. But hunting in Barracks and doing a full run and ending up with… maybe 16k in shop food, is just downright depressing. PLEASE MAKE GUARDIANS/PALADINS DROP SOMETHING… ANYTHING…
We need more consistent shop food drops across multiple caves.
I think the major boss fights should drop special coppers, and there should be a new boss fight copper shop. That way you can get something. At least there would be some reward for the effort. And the items should be account bound to not affect the economy. Lawn and house deco would be good for this. Maybe also add a few special dyes and some townie clothes, quest items, too. It should be stuff you can only get from that special shop.
