I'm not sure where Rat Labs is at with developing a prestige skill for throwers, but here's a suggestion:
Introduce this utility skill to the game exclusively only to throwing daggers. Call it "Hate". There will be several levels of this prestige skill (Hate: Rank 1, Hate: Rank 2, etc.) just like the other prestige skills. The skill will work as follows:
Each rank consists of a chance to add a stack of "hate" to the target enemy with each throw. The higher the rank you are, the greater the chance or attaining a stack (just like other skills). Each stack of hate will cause the target to take a predetermined extra percentage of ALL incoming damage. Hate stacks DO NOT roll off unless that particular combat cloud ends. This is particularly attractive to throwers due to the amount of attacks you get with a throwing dagger, especially with a THIEF. The amount of stacks could be capped, but combat doesn't last very long anyway, so it may not be necessary.
Example:
Each stack of Hate causes the target to take an extra 5% damage from all sources. Put a live Hate counter over each enemy so the players know how many stacks each enemy has. In this case, if the target has 10 stacks, the target will be taking an extra 50% damage from all sources. However, if all toons die and the combat cloud dissipates, ALL stacks on ALL enemies fall off and you have to start from scratch when reengaging in combat.
This idea encourages group play (multibox, multiple player groups or BOTH) which is a win-win for everyone. This allows throwing daggers to catch up with other weapons in terms of prestige skills and brings a little more balance to the economy in terms of different weapons being valuable.
